Get the latest news on the negotiations in the EU on the Emission Trading System (ETS) and FuelEU legislation as well as an update on the outcome of MEPC79.

Both the ETS and FuelEU are being negotiated between the Council, European Parliament and the EU-Commission in the so called trilogue. Information on the negotiations is sparse but rumours are numerous. At the webinar we will provide an up-date. Should negotiations evolve considerably prior to  20 December, we will keep you informed through our Members’ Circulars.

On the ETS we have the following indications, which in the light of negotiations should still be treated prudently:

Signs that the ETS will start in 2024 but with a steeper phase in than originally proposed,

All GHGs to be included in the ETS from 2027,

Inclusion of offshore vessels of more than 5000 GT in the MRV from 2024 and in ETS from 2027,

Review the lowering of the GT threshold in ETS in 2026.

A voluntary pass-on clause on the cost of allowances to the operator

On FuelEU negotiations are still to mature. However, you might consult our Member’s Circular from 21/10/2022 (attached) where we have highlighted the positions agreed upon in the European Parliament. In this context we would like to highlight that the Council generally supports the original Commission proposal, although proposing to include a multiplier regarding the use of e-fuels, while the European Parliaments also wishes to increase the GHG intensity target from 75% to 80% and include a subtarget of 2% on e-fuels, making it mandatory to use e-fuels by 2030.

At MEPC79 the topic of GHG will yet again be central with respect to the revised GHG Strategy to be adopted at MEPC80 (June 2023), the beginning of more substantial MBM discussions and some final adjustments to the CII calculation and reporting guidelines. An update will be provided at the webinar.
